PUBLIC COMPETITION FOR AWARDING NEW LICENSES FOR RADIO PROGRAM BROADCASTING IN FIVE (5) MUNICIPALITIES OF THE REPUBLIC OF KOSOVO

Pursuant to Article 21, 22 and 23 of the Law on the Independent Media Commission (Law No. 04/L-44), in the meeting held on September 19, 2019, the members of the IMC unanimously decided to announce:

PUBLIC COMPETITION

for issuing new licenses for radio broadcasting in five (5) municipalities of the Republic of Kosovo.

 

The Independent Media Commission (IMC) based on the requests received and the ongoing interest of candidates for licenses to provide audio media services, especially this interest in radio licenses has been observed in the last competition, has assessed the need and possibility of announcing a public competition for free frequencies in some municipalities of the Republic of Kosovo, where it is estimated that there is a lack of audio media services at local and regional level, lack of media pluralism or the need for further development of this pluralism.

The assessment was made based on the IMC Law, respectively Article 9 of this law, which defines the Broadcasting Policy in the Republic of Kosovo. Also, IMC has identified technical possibilities for free frequencies, which are in accordance with the frequency plan of the Republic of Kosovo and that they can compete for the award to candidates who meet the best competitive criteria.

The municipalities, for which the announcement of free frequencies for the licensing of radio stations will be made, according to the requests and needs of the citizens of the Republic of Kosovo, are presented in the table below:

The competition for applications remains open for 30 days, starting from September 27, 2019 until October 27, 2019, until 16:00 hrs.

Application Procedures and Criteria

The procedures for applying for an IMC license, as well as for setting qualifying and competitive criteria to participate in this public competition, are mainly based on Article 22 of the Law and bylaws of the IMC.

According to the IMC Law, respectively Article 22 paragraph 4, points 1,2,3,4 and 5, the criteria which the IMC will consider for the evaluation of applications submitted for the broadcasting license are as follows:

the capacity to develop its own program;

the origin and extent of the applicant's financial resources;

the financial feasibility of the applicant proposal;

the technical capacity of the applicant to provide quality broadcasting;

the need to provide a diverse program for all citizens of Kosovo;

Whereas, the detailed criteria, as well as other necessary conditions for completing and submitting the application for IMC license, can be found in the basic application documents and also in the bylaws, as listed below:

In addition, the License Application Form can be obtained in person at the IMC Executive Office and at the same time candidates can be informed about the application procedures.

All attached documents, which will be an integral part of the application, must be original, or the same must be notarized (where applicable);

The answers should be as detailed as possible and each answer should be ranked according to the questions based on the number/letter of each point presented in this application. The application must be completed based entirely on the bylaws presented above.

Applications and all supporting materials will be accepted only in Albanian or Serbian, in accordance with the law on Official Languages in the Republic of Kosovo.

The evaluation of applications received within the deadline set by the IMC will be done based on Regulation 2014/02 on the Evaluation of IMC License Applications.

It is preferable to ask any questions you may have about the application process in writing, by contacting the Licensing Department at the Executive Office of the Independent Media Commission. Applications must be submitted in 2 hard copies, to the following address:
