Independent Media Commision http://www.kpm-ks.org/ Independent Media Commision http://www.kpm-ks.org/images/logo_kpm.png http://www.kpm-ks.org INDEPENDENT MEDIA COMMISSION HELD THE CONFERENCE WITH THE SUBJECT: “PROTECTION OF CHILDREN AND JUVENILES FROM HARMFUL PROGRAM CONTENTS” http://www.kpm-ks.org/?mod=njoftimet&id=392 On Tuesday, the 9th of November 2011, with the technical support of the OSCE Mission in Kosovo, the Independent Media Commission (IMC) held a conference with the subject: “protection of children and juveniles from harmful program contents”.Findings of the monitoring report from the Department of Monitoring and Analysis (DMA) of the IMC were published in the conference with regards to the compliance of televisions and program service providers with the Regulation CIMC 2009/01 (See on the right).During the conference, a comparison was made regarding the implementation of the Regulation on Children and Juveniles with the regional and European countries. From the psychological point of view, psychology experts from this field spoke in a comparative way about the effects of program contents to the development of children and juveniles. From their discussion it was concluded that the development of children and juveniles is negatively impacted through broadcasting of programs with harmful program contents, whereby the consequences can be mid-term and long-term. At the end of the conference, there was a launching of a TV spot on the protection of children and juveniles from program contents that can have negative impacts. This spot was delivered with the support of the OSCE Mission in Kosovo and its purpose is to help public awareness on the impact of harmful program contents on the physical, mental, emotional and moral development of children and juveniles. KOMISIONI I PAVARUR PËR MEDIA FOOTAGES AIRED ON KOSOVO TV STATIONS CONCERNING http://www.kpm-ks.org/?mod=njoftimet&id=388 PRESS RELEASEThe Independent Media Commission expresses its deep concern about the footages aired on national and local TV stations, which happened without any verbal or audio warning. Those TV stations violated provisions of the Regulation on Protection of Children and Minors from Harmful Broadcasting Content, by airing footages of catching and physical maltreatment of the Libyan President Muammar Gaddafi. At prime time, and without any verbal or audio warning of harmful broadcasting content, a certain number of TV stations for a few days on their news editions repeated bloody, shocking, violent, and fearful scenes that were concerning not only for children and minors, but even for adults themselves. Despite the fact that footages are an integral part and they complement the information, we believe that a verbal or audio warning is necessary, and it prevents the impact of harmful broadcasting content amongst children and minors. INDEPENDENT MEDIA COMMISSION IMC RESPONSE TO THE OPEN LETTER OF THE UNITED STATES EMBASSY http://www.kpm-ks.org/?mod=njoftimet&id=369 On February 23, 2011, through an open letter addressed to the Independent Media Commission (IMC), the U.S. Embassy in Kosovo has expressed concerns of Ambassador Christopher Dell regarding broadcasting of some excerpts from the correspondence through telephone messages, on national television KTV, during the time when in the Assembly is was voted for the election of the President of Kosovo. IMC analyzed these excerpts broadcasted by KTV based on Code of Conduct for Audiovisual Media Services in the Republic of Kosovo, respectively paragraph 5.7, which provides that: “Conversations, phone calls or interviews shall not be broadcasted without informing the other party in advance, except when it comes to public interest”. IMC considers that events like the election of President, Prime Minister and the formation of the Government of Kosovo, as well as any news related to them, are of particular interest to the public. IMC, as the regulatory authority for broadcast media in the Republic of Kosovo, has the mission to defend freedom of expression and encourages the media to conduct their work in an independent and professional manner. Freedom of expression and right to information are the essence of democracy. Independent Media Commission INFORMATION GROUP PRESENTS IMC’s ACTIVITIES FOR THE DIGITALIZATION STRATEGY http://www.kpm-ks.org/?mod=njoftimet&id=335 In the flux of numerous activities and with the purpose of information for the work of working groups which IMC has established to develop a strategy on digitalization, the IMC Working Group for Information and Sensitization on 20, 21 and 22 of October 2010, has organized meetings with broadcasters (TV stations) of the Prizren, Mitrovica, Peja and Gilan regions. Besides the IMC activities regarding the strategy on digitalization, members of the workin group led by its chairman Mr Daut Demaku, have presented also the research report “evaluation of the readiness of the TV stations in the Republic of Kosovo for switch over to digital broadcasting”, initiated by the IMC. The remarks, proposals of the representatives of broadcasters upon the process of digitalization and debates about the Survey Report, were the focus of discussions at these meetings. It is worthy to be mentioned that in the presented research and in the meetings with media, most of the TV stations representatives expressed their willingness to be involved in the process of digitalization, stating that they possess the necessary technical skills, human and economic resources. Broadcasters in these meetings have appreciated the initiation of these meetings by the IMC, considering it as a very important step. PROCESS FOR THE NOMINATION OF THE MEMBERS OF IMC COUNCIL IS CLOSED http://www.kpm-ks.org/?mod=njoftimet&id=334 The two-years mandate of four members of Independent Media Commission ( IMC ) from the civil society ends on December 15, 2010. According to the Law on Independent Media Commission and Broadcasting, respectively the Article 4.4b), the Chief Executive of the IMC is obliged to seek nominations for the election of four (4) new candidates from civil society, three months before their mandate expires. Also according to the IMC’s Law, the Office of the Chief Executive is obliged to submit to the Ad Hoc Committee of the Assembly of Kosovo a list with the names of eight best-qualified nominees for these four positions in the IMC Council. Invitation for nominations for members of the IMC Council was promulgated on September 8, 2010 and the deadline for nominations has expired on September 30, 2010. During this period only 8 nominations were accepted. In the absence of sufficient nominations for members of the IMC Council, the Office of the Chief Executive has extended the nomination process for another two weeks. Second additional deadline for the nominations was from October 4 to October 15, 2010. At this period were received 9 additional nominations, so in both periods a total of 17 nominations were received. The IMC Council will soon publicly announce available frequencies along with a certain period within which interested candidates can compete for new license based on criteria foreseen by the Law. At the meeting, among others, the Council discussed about the progress of the Working Groups that are working on drafting of the Strategy for Digitalization in the Republic of Kosovo, and took decisions on Legal and Licensing Cases which will be public within legal deadline period. After discussions on the composition and Terms of Reference, Working Group reviewed IMC's Alternate Plan on Digitalization.After analyzing the Alternate Plan, Working Group participants supported amendments made by the IMC, i.e. inclusion of sub-allotment for Pristina, and at the same time recommended additional changes to be made, in order for this plan to fulfill Kosovo’s needs and be acceptable for neighboring countries. At this meeting the Working Group decided to establish a subgroup for specific (technical) issues, composed of experts, which would deal with technical details.The group is headed by the IMC Chief Executive Officer Ms. Naile Selimaj-Krasniqi and IMC Council member Ms. Sadija Niksic, while members include representatives of IMC, MTC, TRA, KTNN, the Assembly of Kosovo, and the national, local and minority media. Pas analizimit të Planit Alternativ, pjesëmarrësit e grupit përkrahen plotësimet e bëra nga KPM-ja për përfshirjen e sub-allotment-in të Prishtinës si dhe rekomanduan të bëhen ndryshime dhe plotësime shtesë në mënyrë që ky plan të përmbush nevojat e Kosovës dhe të jetë i pranueshëm për vendet fqinje.
