INDEPENDENT MEDIA COMMISSION

Pursuant to Articles 21, 22 and 23 of the Law on the Independent Media Commission (Law No. 04 / L-44), at the meeting dated 31 January 2019, members of IMC decided to announce:

THE PUBLIC VACANCY

on issuance of the new licenses forbroadcasting radio channels in seven (7) municipalities of the Republic of Kosovo.

The Independent Media Commission (IMC), based on the received requests, as well on the continuous interest of the candidates for licenses to provide audio media services, has made an assessment on the need and possibility of announcing free frequencies in some municipalities of the Republic of Kosovo. It is assessed that there is lack of audio media services at the local and regional level, including the lack of audio media services in the minority languages, lack of media pluralism or the need for further development of this pluralism.

This assessment has been conducted based on the Law on IMC, respectively Article 9 of the present Law, which defines the Broadcasting Policy in the Republic of Kosovo. Also, IMC has confirmed the technical possibilities for free frequencies, which are in accordance with the frequency plan of the Republic of Kosovo that may enter the competition for the use of candidates who meet best the competitive criteria.

Municipalities for which an announcement of free frequencies for the licensing of radio stations will be made, according to the requests and needs of citizens of the Republic of Kosovo, are presented in the table below:

The vacancy for applications remains open for 30 days, starting from 15 February 2019 until 15 March 2019, until 16:00hrs.

Category of radios with regional coverage belongs to an Audio Media Service Providers which cover radio signal, through a frequency from 30% up to 60% of the territory of the Republic of Kosovo.

Category of radios with local coverage belongs to an Audio Media Service Providerswhich cover radio signal, through a frequency for 3 municipalities (up to 30% of the territory of the Republic of Kosovo).

APPLICATION PROCEDURES AND CRITERIA

Procedures for applying for an IMC license, as well for setting the qualifying and competitive criteria in order to participate in this public vacancy are mainly based on Article 22 of the Law and bylaws of IMC.

Basic documents, and also the bylaws required for completing and submitting the IMC license application, are listed as follows:

Application Form;

IMC Regulation-2017/02 on Audio and Audiovisual Media Services;

IMC Regulation-2017/06 on the Annual License Fee.

All attached documents that will be an integral part of an application, shall be original, or notarised (when applicable);

Answers shall be as detailed as possible and each answer shall be listed according to the questions, based on the number / letter of each point presented in this application.

Application shall be completed entirely based on the above presented bylaws.

Applications and all accompanying documents shall be admitted only in Albanian or Serbian language, in accordance to the Law on Official Languages ​​in the Republic of Kosovo.

Evaluation of applications received within the deadline given by IMC shall be conducted based on the Regulation 2014/02 on the Evaluation of IMC License Applications.
