The purpose of monitoring the programming content of AMSPs was to assess their compliance with the IMC bylaws regarding the protection of children and minors in audiovisual media services, thus the purpose of this report is to describe the violations identified by monitoring of AMSPs and through this description and recommendations of this report to have AMSP take measures to protect children and minors from harmful programming content and avoid their exposure to such programming content.

The Independent Media Commission has consistently paid special attention to the implementation of IMC bylaws by the media, in order to protect this sensitive category of society from content that may have a negative impact in their physical, mental and moral development.

In this regard, the monitoring of AMSPs with terrestrial broadcasting and AMSPs of general character operating through SPs was carried out to assess their compliance with the IMC bylaws related to the protection of children and minors in audiovisual media services.

Issues related to the protection of children and minors in audiovisual media services are provided under Law No. 04/L-44 on the IMC and other IMC bylaws, including:

IMC-2013/01 Regulation on the Protection of Children and Minors in Audiovisual Media Services;

IMC-2016/03 Code of Ethics for Media Service Providers in the Republic of Kosovo;

IMC-2017/07 Regulation on Commercial Audiovisual Communications.

The Regulation on the Protection of Children and Minors in Audiovisual Media Services is entirely dedicated to the protection of children and minors from the programming contents which negatively affect their physical, mental and moral development, including the protection of identity and respect of the dignity of children and minors in audio and audiovisual media services.

Based on this Regulation, the manner of categorization, signalling and broadcasting time of such a programme is determined.
